DANIEL ROUKEMA

Daniel is a recognized regulatory sector thought leader whose approaches and innovation have been transformative in strategic communications, public engagement, and organizational design. A recognized facilitator, keynote speaker, and instructor, he has maintained an unwavering commitment to community development and social impact for thirty years in Canada and around the world.

Since establishing MDR Strategy Group in 2017, Daniel has led transformative processes for dozens of regulatory bodies and other non-profit organizations across Canada and around the world. He created The Registrar magazine, the leading regulatory trade publication; the Canadian Regulatory Guide, a national public register of regulatory bodies; and RegulatoryJobs.org, a hub for employment and other opportunities in licensing and professional regulation.

Prior to establishing MDR in 2017, Daniel held senior communications roles at the Immigration Consultants of Canada Regulatory Council (Director of Communications) and the Real Estate Council of Ontario (Special Advisor, External Communications).

In 2016, Daniel received the Consumer Protection Award from the Council on Licensure, Enforcement and Regulation (CLEAR). In 2024, MDR Strategy Group received CLEAR’s Regulatory Excellence Award.

Internationally and beyond regulation, he led the communications and marketing efforts for the United Nations Economic Commission for Europe to launch a worldwide sustainable infrastructure evaluation methodology to support the UN’s Sustainable Development Goals.

Daniel has a Bachelor of Arts degree in Political Science from Dalhousie University and pursued an M.S. in Community Economic Development at Southern New Hampshire University. He received a post-graduate certificate in European Union External Relations from l’Université Libre de Bruxelles in Belgium and an executive certificate in Digital Business Strategy from MIT.
